Biography
On the methodological side, his research interests include problems in the integrated analysis of large complex systems; problems in the characterization and treatment of uncertainty; and selected issues in risk analysis and risk communication. Application areas of current interest to him include: global climate change; energy systems with a particular focus on the electric power; strategies for improving health, safety, and environmental regulation including carbon management; various policy issues related to electronic technologies; and a number of general policy, R&D and manpower problems involving science and technology.
Professor Morgan is the Head of Carnegie Mellon's Department of Engineering and Public Policy.
Professor Morgan completed his undergraduate studies in 1963 at Harvard College, where he concentrated in physics and graduated with honors in general studies. He completed a Master of Science in astronomy and space science at Cornell University, where he did experimental studies of the ionosphere on the 1000-foot radio telescope in Arecibo, Puerto Rico. In 1969, after an interlude of graduate studies in history and the social sciences at the University of California at Berkeley, he earned a PhD in the Department of Applied Physics and Information Sciences at the University of California at San Diego, where he conducted experimental studies of radio star scintillation.
