George R. Whitmer 

Professional Background

George Whitmer is a Senior Vice President for PNC Bank and is the manager of the Public Fi-nance/Healthcare Group.  Mr. Whitmer has the responsibility for developing business with fed-eral and state governments, major municipal governments, healthcare and higher education in-stitutions in all PNC markets.  

Before joining PNC Bank, Mr. Whitmer had extensive experience in the public sector.  He served in various positions in the city of Pittsburgh government, including Executive Secretary to Mayor Sophie Masloff, Executive Director of the Urban Redevelopment Authority and Chairman of the Stadium Authority of the City of Pittsburgh. Mr. Whitmer was involved in numerous negotiations with professional sports teams including the buying of the Pirates by a consortium of Pittsburgh Corporations.  Prior roles in government included positions as Assis-tant for Legislative Affairs to the late Mayor Richard Caliguiri, Director of Municipal Research for the Pennsylvania Economy League, and on the staff of the late Senator John Heinz.

Mr. Whitmer earned a BA at Washington and Jefferson College and a Master's of Public Ad-ministration from the University of Pittsburgh.  Mr. Whitmer has served as an instructor in ur-ban development policy and public finance at Carnegie Mellon’s Heinz School of Public Policy and Management.  Mr. Whitmer has municipal securities licenses 52, 53 and 63.

Mr. Whitmer has in the past and presently serves on a wide variety of boards and commissions, including Carriage House for Children, the Pittsburgh Downtown Partnership, the Riverlife Taskforce and the Pennsylvania Prevailing Wage Appeals Board.
