Professional Background

Jerry Paytas has been teaching as an adjunct faculty member of the Heinz School teaching urban and regional economic development since 2002.  Until August 2006, Dr. Paytas was the Director of the Center for Economic Development at Carnegie Mellon University.  The CED is a reliable, neutral entity that provides fact-based policy analysis and recommendations to drive regional economic development.  Prior to Carnegie Mellon he held positions in private planning and consulting firms, and the Ben Franklin Technology Center of Western Pennsylvania (BFTC/WP).  He is currently the Director of Research for GSP Consulting, a full service government affairs and economic development consulting firm.

Dr. Paytas received a B.A. in International Affairs from Johns Hopkins University, a Masters of Urban and Regional Planning and a Ph.D. in Public Policy from the Graduate School of Public and International Affairs at the University of Pittsburgh.

Research



Jerry has conducted research on the relationship between governance and competitiveness, the economic impact of development strategies and the creation of technology cluster strategies.  Jerry was the principal investigator in the EDA’s 2004 study,Universities and the Development of Industry Clusters.  He developed the new standard definition of technology industries for use with the new NAICS coding system for the State Science and Technology Institute. Jerry was a contributor to Sunbelt/Frostbelt: Public Policies and Market Forces in Metropolitan Development, a 2005 Brookings Institution publication.
