Biography

Jeffrey Kupfer is a former senior level government official with wide-ranging policy and managerial experience. He has held positions in the U.S. Energy and Treasury Departments as well as the White House and the U.S. Senate. From 2006-2009, he helped to lead the Department of Energy, most recently as the Acting Deputy Secretary and Chief Operating Officer. In that capacity, he played a central role in the development and implementation of energy policy, as well as overseeing the Department’s budget along with tens of billions of dollars in loan guaranty and loan programs for innovative energy technologies (nuclear, fossil, renewables, and vehicles). He has traveled extensively and represented the Department in numerous international meetings, including leading the U.S. delegation to the 2008 London Energy Minister's meeting.

Before arriving at DOE, Jeff worked in the White House as a Special Assistant to the President for Economic Policy, where he handled a variety of fiscal issues, including tax policy, and as the Executive Director of the President’s Panel on Federal Tax Reform. During the first term of the Bush Administration, Jeff served as the Treasury Department’s Deputy Chief of Staff. Prior to these positions, Jeff was a counsel for the U.S. Senate Finance Committee and a trial attorney at the U.S. Department of Justice. A native of Pittsburgh, Jeff has an undergraduate degree from Yale and a law degree from Harvard Law School.
