CIOI - IT Acquisition & Program Management

Choosing strategic partners, procuring information technology and services, and managing technology projects continues to be more complex for CIOs. A proliferation of competing organizational objectives – reduce IT costs, improve IT value, outsource non-strategic operations, respond rapidly to changing business conditions – are presenting a daunting task for today’s CIOs. Increasingly, the IT function is also changing. CIOs are moving away from overseeing only developers and implementers of technology to becoming strategic identifiers and acquirers of technology. Technology projects also come in a variety of forms – software development, infrastructure management, outsourcing, to name a few – and all have the need to apply the discipline of project/program management.

Through interactive guided discussions, this course will explore the challenges of CIOs in the context of
technology investment acquisitions and the on-going activities of IT project/program management.

Participants will:

  • Learn to link IT acquisitions to business outcomes and results.
  • Learn how to identify and evaluate the range of alternatives to acquisition that should be explored in the pre-phase of the acquisition.
  • Understand how to use cost, schedule, and performance goals to plan and manage outsourcing acquisitions.
  • Compare and contrast various acquisition models (buy vs. build, outsource vs. insource, etc.).
  • Learn strategies for developing and monitoring project/program risk.
  • Learn how to manage projects/programs using metrics.
  • Gain an understanding of the government laws and regulations surrounding IT acquisition.
