Larry Garber is an independent consultant, with more than 35 years of experience in international development, human rights, democracy, and election-related work.

Larry Garber is an independent consultant, with more than 35 years of experience in international development, human rights, democracy, and election-related work.  He served on the faculty of the National Defense University (2015-2017), twice as a senior policy-maker at the US Agency for International Development (USAID) (1993-1999 & 2010-2015), as Mission Director for USAID’s West Bank/Gaza program (1999-2004), and as Chief Executive Officer of the New Israel Fund (2004-2009).

In 1984, Larry authored Guidelines for International Election Observing, which transformed election observation from a casual process with limited structure into a rigorous discipline. Since the publication of Guidelines, he has organized international observer missions in more than 20 countries.  In 2018, he served as country director for a 2018 Carter Center expert mission to Sierra Leone and as the NDI co-director of the 2018 Zimbabwe International Election Observer Mission.   

Larry has contributed chapters to several edited books and prepared articles, book reviews and blogs on issues relating to international development, democracy promotion, human rights, election reform. He has been a member of the Council on Foreign Relations since 2005, is adjunct faculty at George Washington and Carnegie Mellon Universities, is a non-resident Senior Associate at the Alliance for Peacebuilding, and is a founding Board member of Election Reformers Network.
