George R. Whitmer
George Whitmer is an Executive Vice President for PNC Financial Services and is the manager of the Public Finance Group.
Mr. Whitmer with a staff of fifty professionals has the responsi-bility for developing baking business with states, municipal governments and institutions of higher education throughout all PNC markets.
Before joining PNC Bank, Mr. Whitmer had extensive experience in the public sector. He served in various positions in the city of Pittsburgh government, including Executive Secretary to Mayor Sophie Masloff, Executive Director of the Urban Redevelopment Authority and Chairman of the Stadium Authority of the City of Pittsburgh. Mr. Whitmer was involved in numerous negotiations with professional sports teams including the buying of the Pirates by a consortium of Pittsburgh Corporations. As executive director of the URA Mr. Whitmer was di-rectly involved in major city developments including Crawford Square, the Pittsburgh Tech-nology Center and Washington’s landing.
Prior roles in government included positions as Assistant for Legislative Affairs to the Mayor Richard Caliguiri, Director of Municipal Research for the Pennsylvania Economy league and on the congressional staff of Senator John Heinz.
Mr. Whitmer earned a BA at Washington and Jefferson College and a Master's of Public Ad-ministration from the University of Pittsburgh. Mr. Whitmer is an adjunct professor in urban development policy and public finance at Carnegie Mellon’s H. John Heinz School III College. Mr. Whitmer has the following municipal securities licenses 52, 53 and 63.
Mr. Whitmer has in the past served on a wide variety of boards and commissions. Presently he serves on the board of Trustees of Carlow University, the Pittsburgh Downtown Partnership board of directors, and the Pennsylvania Prevailing Wage Appeals Board.
